Program for Managing Contaminated Sediments in Taiwan from 2017

Sediment could provide habits and food for aquatic wildlife and plays a crucial role in the cycles of nutrients in the aquatic ecosystem. Nevertheless, pollutants released from industries would contaminate the aquatic sediments. Contaminated sediments might directly or indirectly affect fishery products which we consume daily. Therefore, suitable ways are needed in managing sediments. The Environmental Protection Administration (EPA) of the Executive Yuan had declared some regulations to manage qualities of sediments. In order to make clear of sediment quality in Taiwan, it is necessary to assist competent authorities to detect and report sediment qualities and further to carry out management strategy and treatment technology evaluation; therefore, the EPA of the Executive Yuan offered the opportunity (this project) to study those issues. In this project, the main works were (1) To assist EPA on the regular inspection and management of sediment quality, (2) to develop the policy of managing emerging pollutants or persistent organic pollutants in the sediment, (3) to develop a baseline for the classification of pollution potential of sediments in water bodies and subsequent administrative acts and control strategies, and (4) Development of environmental impact and risk assessment and remediation planning operations guidelines. To assist the EPA in carrying out regular sediment quality inspection and management, the project is implemented to conduct 2 briefing sessions and 3 education and training programmes for the sediment declaration works. In response to the provisions of the government Information disclosure, the establishment of the "Sediment Quality System", the public can look up the complete declared sediment quality data. Investigation of the persistent organic pollutants in the sediment are preliminarily focused on some specific PFASs compounds, and the survey and analysis of the water bodies of the three major scientific parks in Taiwan are selected. Results shows that the highest concentrations were found in the drainage stations in the Southern Science Park, and it is recommended that routine investigation should be carried out continuously. It is also recommended that subsequent consideration be given to the inclusion of partial PFASs in regular testing controls with a priority list. According to the basic characteristics of water bodies, water quality and sediment quality data, comprehensive assessment and establishment of quality and pollution potential grading benchmark of waterbodies were estabalished. Eight waterbodies were selected to investigate for verification of pollution of sediments, and put forward to three types of water body sediment investigation and verification technical guidelines. According to the requirement of sediment quality management in Taiwan and refer to the advanced countries, the first draft of the guideline for risk assessment and remediation plan for polluted sediments is established.
